Stand-off at Sainsbury's in Brighton: Man arrested

A man who locked himself into toilets in a supermarket and claimed to have a gun and a bomb has been arrested after a five-and-a-half hour stand-off.

Sussex Police were alerted by security guards at Sainsbury's, in Lewes Road, Brighton, at about 14:15 BST. 

Officers said the area had been quickly cleared to ensure there was no danger to the public or store staff.

Negotiators talked to the man, from Essex, who was arrested at about 19:40 BST. No weapons were found.

The man has been taken to the Royal Sussex County Hospital to be checked over before being taken into custody.

'Calm negotiations'

Ch Insp Helen West said: "While officers were not able to confirm whether he had a firearm or any form of explosive device until the last few minutes, they continued to talk to him and tried to establish what his concerns were."

Earlier, officers said the man's concerns appeared to be personal. Staff and customers reacted quickly and allowed officers to carry out negotiations in a "calm and quiet atmosphere", she added. Police said the man had locked himself into the male customer toilets. No-one else was in the toilets at the time and no-one was hurt.

The 46-year-old man was arrested in connection with making threats to commit criminal damage. Ambulance crews and firefighters were also at the scene.

Appeal over security guard raids in Tannochside and Stewarton

A five-figure sum of cash has been stolen during two separate armed robberies targeting security guards.

Three men escaped with a four-figure sum of cash after threatening a guard outside Kwik Fit Financial Services in Tannochside at about 14:10 on Thursday.

The second incident, at about 07:00 on Friday, saw two guards threatened by a man with a knife outside Sainsbury's supermarket on Rigg Street, Stewarton.

Police have appealed for witnesses to come forward. During the first robbery, a 53-year-old security guard was targeted by three men who pulled up in a white car, in Tannochside, South Lanarkshire.

Carrying knife

The guard handed over the cash he was carrying after being threatened by the men, who were carrying a knife and baseball bat.

The men then got back into the car and made off in the direction of Blantyre Farm Road.

The security guard was not injured in the incident.

The three men were described as being aged between 20 to 30 years old. During the robbery in Stewarton, East Ayrshire, two security guards handed over a five-figure sum of cash to a man who was carrying a knife.

He then got into a silver Ford Focus car and made off in the direction of Laneshaw Street.

The two security guards were not injured in the incident.

The man is described as being about 5ft 4in tall, of stocky build, was wearing a balaclava, blue 'workie' type trousers and a dark top.

The car used in the robbery was stolen from an address in Glasgow a few weeks previously.

Tom Petty guitar theft leads to arrest

The band have had 12 top 40 albums in the UK

A security guard has been arrested following the theft of five of US musician Tom Petty's guitars from a rehearsal space in California.

The instruments, worth an estimated £100,000 ($160,000) have also been returned to Petty and his band. Writing on his Facebook page, Petty said he was "extremely grateful" to the police and "touched by the outpouring of good wishes" from fans.

The arrested man was Daryl Emmette Washington, 51, of Los Angeles.

He was a private security guard at The Culver Studios lot, which is used for filming music videos and tour rehearsals.

Police Chief Don Pedersen said the break in the case came when the suspect attempted to sell one of the guitars at a Hollywood pawn shop for $250 (£157).

Washington was booked on suspicion of grand theft, said a police spokesman, adding: "We believe that there is a very strong and compelling evidence in this case."

The instruments included Petty's blond 1967 maple 12-string Rickenbacker and his Gibson SGTVJunior. Three other guitars belonging to his band-mates also went missing.

The band had previously set up an email address for tip-offs about the instruments' whereabouts, with a "no questions asked" reward of $7,500 (£4,712) for information leading to their return. Known for hit singles including American Girl, Learning To Fly and Breakdown, Tom Petty and The Heartbreakers are due to kick off their US tour in Colorado on Wednesday night.

They come to Europe in June for a string of festival dates, as well as two nights in London's Royal Albert Hall. The shows will mark the band's first major UK shows for more than 20 years.

No-go area for dog walkers

It used to be a regular stroll in the park for the dog walkers of Blaenau Gwent but a playing field is now a hotbed of controversy following a council decision to ban dogs from one area.

Cherie Morgan, who has walked her dogs on a field in Nantgylo for 30 years, is angered about a recent change in policy at the local authority.

 She said, “I’ve been using this playing field for 30 years since 1979 when I moved to Nantyglo. I’ve always walked my dogs, everyone in the area has walked their dogs.”

 Her three year old Jack Russell was being walked by her grandson Kristian in January when he had a bit of a surprise. He was told by two security guards that he was breaking the law.

Cherie said,“ My grandson said ‘What have I done’ and they said ‘You’re in the dog exclusion zone’ and they issued him with a £70 fixed penalty notice.

Cherie was unaware that the council had created a dog exclusion zone in the playing fields. It’s all part of their new Dog Control Orders which apply to several public places in Blaenau Gwent.

 She said, “I was so annoyed, I didn’t know I was breaking the law, there's no way this fine will be paid. I will go to any court, prison but I will not pay the fine.”

Blaenau Gwent Council says there was publicity for the new rules in the lead up to the change-over but Cherie claims there aren’t enough signs showing where you can and can’t walk your dog.

X-Ray’s Rhodri Owen went to meet Cherie to check out the signs and asked her to point some out. She said, “Well this is my point, we’ve used the entrance for 30 years, if we don’t know we’re breaking the law how can they fine us? If there was a sign here saying, obviously we wouldn’t use it.”

Cherie isn't the only one who was unaware of the changes. Dog owner Ken Jones has been walking his pet Choc in the playing fields for years and at the entrance he uses , there are no signs. He said,

“Two chappies came across and said the dog was off the lead and in an exclusion zone and they were going to summons me, I said well there’s no fences here, no signs to say I can't bring the dog here.”

Ken was given a £75 fine and said he found the penalty harsh.

“The fine was hard for me and my wife to have to pay it because we're both pensioners but we were so worried about it to pay it, because if it went to court, we'd have to pay extra, wouldn't we?”

Welsh Assembly Guidelines for Dog Control orders state signs must be placed at regular intervals, on or near land to which the order applies. That's not the case at the entrance Cherie and Mr Jones use.

When Rhodri visited one of the playing field entrances, there was a sign – and in one green area dogs are allowed in – but another area, marked red, it is a dog-free zone.

But, as Rhodri found, there is confusion as to where the exclusion zone starts and ends – and dog walkers say if they enter the park through the main gates, they have got to go through the exclusion zone to get to the area where they can walk their dogs.

Blaenau Gwent Council say that although the entrance Cherie Morgan uses is a right of way, it is not an official entrance.

They say there are signs at the official entrances - and they'll look into whether they can make it clearer for dog walkers to understand where they can - and can't go.

Bristol mansion squatters to collect belongings

Police found the mansion strewn
with rubbish left by squatters 

Squatters who were evicted from a £3m mansion in Bristol are to be allowed back in to collect their belongings.

The owner of Clifton Wood House, the Bank of Scotland, is allowing them back in on Thursday afternoon.

Only one person will be allowed into the property at a time and will be escorted by a security guard.

About 40 squatters were evicted at the start of April following complaints over a noisy party at the Grade-II listed property.

Police subsequently charged five people with public order offences and assaulting police.

New security measures have been brought in to prevent future break-ins.

Lincolnshire Police staff transfer to security firm G4S

The deal includes proposals to built a new custody

facility at Lincolnshire Police's headquarters

Two-thirds of the civilian staff working for Lincolnshire Police have transferred employment to a private security company.

Lincolnshire Police Authority expects the outsourcing to save money and increase the time officers can spend on the frontline.

The 10-year contract was signed in February but took effect from the start of this financial year.
Ten other authorities have indicated an interest in similar outsourcing.

Barry Young, chairman of Lincolnshire Police Authority, said the new approach would mean the "leanest police force in Britain".

"This is not a total solution and the authority still faces significant financial challenges, but it does provide a solid foundation to secure quality and value for money policing of our communities in the future," he said.

The police authority employed 813 full-time civilian staff as of 14 February.
A total of 544 have transferred, including those working in finance, human resources, custody, the force control room and firearms licensing.

'Street to suite'

Staff which have not transferred include those working in the occupational health unit and press office.
Under the contract, one approach being trialled is the way detainees are transported into custody after being arrested, called the "street to suite" initiative.

This means a person could be arrested by a police officer but then accompanied to a custody suite by a member of G4S staff.

The police officer could then stay on the street and continue their duties.
The contract with G4S contains an option for an extension to 15 years.

The deal also includes a proposal to build a purpose-built custody suite at the force's headquarters in Nettleham, which was chosen because the force already owns the land.
Lincolnshire Police Authority said it could not say how soon the facility would be built or when a planning application would be submitted.
